Project Overview

The City of Newman was awarded a California Department of Transportation (Caltrans) Grant to update the 1996 Newman Highway 33 Specific Plan document. The Specific Plan document acts as a planning tool to guide future development along the Highway 33 corridor for the next 20 years.

The updated Highway 33 Specific Plan addresses land use and City growth patterns, include new and current projects along the Highway 33 corridor, and focuses on pedestrian, bicycle, and vehicular transportation improvements. These improvements will address transit needs, safety and lighting issues, intersections, as well as reduce greenhouse gas emissions. This project website serves as a ‘one-stop shop’ to provide the community with project updates, additional project information, related documents and resources.

The Highway 33 Specific Plan Public Review Draft was adopted by the City of Newman City Council at a Public Hearing on Tuesday, January 25th 2022. Please review the adopted Highway 33 Specific Plan at the links above.

Past Community Engagement Efforts

November 10, 2021 Community Workshop: We hosted our second Virtual Community Workshop on November 10, 2021 on Zoom.  The Workshop focusing on an overview of the Specific Plan Update effort, recap results from previous community outreach efforts, and presented the Preferred Highway Corridor Concept, based on feedback received. The Preferred Highway Corridor Concept includes bike, pedestrian, and parking related improvements and beautification. A summary of the second workshop is linked below.

April 21, 2021 Community Workshop: We hosted our first Virtual Community Workshop/Charrette on April 21, 2021 on Zoom. The Workshop provided an overview of the Specific Plan Update effort, recapped results from the Community Questionnaire, and collected community feedback on proposed alternatives for the corridor, including bicycle, pedestrian, and parking related improvements and beautification. Meetings with the Newman Unified School District: RRM Design Group and City of Newman staff met with the School District on November 18, 2020 and December 9, 2021 to provide an update on the outreach process completed to date for the project, as well as a general project update. Community Questionnaire: The Community Questionnaire was the first step in the on-going community engagement process and gathered feedback on community preferences, needs, issues, and opportunities along the Highway 33 corridor through an interactive mapping exercise, as well as questions pertaining to the future of the corridor.
