NOTICE OF ELECTION
CANDIDATES AND MEASURES TO BE VOTED ON

NOTICE IS HEREBY GIVEN that a Consolidated General Municipal Election will be held in the City of Newman under the provisions of laws relating to general law cities in the State of California on Tuesday, November 5, 2024. The purpose of the election is to consider the following offices:

For one (1) Mayor                                                    (Full term of two years)

For two (2) Members of the City Council          (Full terms of four years)

For one (1) Treasurer                                              (Full term of four years)

NOTICE IS FURTHER GIVEN that the vote centers will be open from 7:00 a.m. to 8:00 p.m. on Election Day.

Candidate qualifications for office:  must be 18 years old or older, reside and be registered to vote within the City of Newman before pulling nomination papers.

The first day to secure and file nomination papers is Monday, July 15, 2024. Candidates are strongly encouraged to call 209-862-3725, Option 5 to make an appointment for candidate filing. The last day to secure and file nomination papers is Friday, August 9, 2024.  Nomination papers will be available and shall be filed at City Hall, 938 Fresno Street, Newman, California Monday through Friday, between the hours of 8:30 a.m. to 5:00 p.m.

In the event the current officeholder (incumbent) has not filed nomination papers, the nomination period for that office shall be extended to Wednesday, August 14, 2024, at 5:00 p.m. for anyone other than the current officeholder.

If no one, or only one person, is nominated for any elected office, appointment to such elective office may be made as prescribed by California Elections Code Section 10229 (2024 edition).

2024 Candidate Filing Process

Issuing Candidate Documents 

Appointment scheduling begins on Monday, July 15, 2024 by calling 209-862-3725, Option 5. Candidates are encouraged to call as early as possible to ensure candidacy nomination paperwork is completed prior to the filing deadline. The first day to secure and file nomination papers is Monday, July 15, 2024.

Execution of Candidate Documents

Any documents that require an oath by the candidate may be executed in the presence of a notary, or in the alternative, in the office of the elections official by appointment only. You may schedule an appointment, by calling 209-862-3725, Option 5.

Receipt of Candidate Documents and Filing Deadlines

In order to be a qualified candidate for the office in which they seek, the completed required documents with original signatures must be received by the elections official before the close of the nomination period for that particular office.

The candidate must submit the original required documents to the office of the City Clerk (elections official) by appointment only. You may schedule an appointment, by calling 209-862-3725, Option 5. Face Masks and Social Distancing will be required.

The last day to secure and file nomination papers is Friday, August 9, 2024.

Reminder to Candidates

Any candidate who fails to make an appointment and timely submit the candidate documents with original signatures before the close of the nomination period will not be included on the ballot for that office.

Open Unitl Filled: First Review on  July 9, 2024

The City of Newman is accepting applications for one (1) Police Officer position to perform a variety of complex activities in administering sworn police services and programs for the City’s Police Department. Under general supervision, a police officer performs law enforcement and crime prevention work; controls traffic flow, enforces State and local regulations; and performs comprehensive criminal investigation work on special assignments.

This is a full-time position with the City of Newman Police Department.  This position may be required to work various shifts or emergencies on evenings, weekends and holidays. Applicants must successfully complete a pre-employment medical examination, drug screening, and background check.  A valid California Driver’s License and current P.O.S.T. academy certificate are required.  For additional information, please click on the links below:

Housing Element Update

The City of Newman is updating our Housing Element in accordance with State law and is seeking your participation regarding housing needs within the City.

6th Cycle Housing Element Update (2023-2031)
The 6th Cycle Housing Element Update (2023-2031) will identify where and how the City will accommodate existing and projected future housing needs. This page will be the center of online activity and residents are encouraged to visit frequently to engage in the process, provide feedback, find key documents, see upcoming meeting dates, and learn other information. It will be updated regularly throughout the Housing Element Update process.

Join The Annual No Soliciting Registry For City Residents

Effective November 13, 2014, Ordinance No. 2014-8 amended NMC §3.03 and established the City’s No Soliciting Registry where “Occupants of residential properties may annually request to have their addresses included on a registry of residential properties whose occupants do not wish to receive unsolicited handbills or solicitation.”

New registrants shall be effective on the next month’s list and the annual “No Soliciting” Registry will reset every year on January 1st; those wishing to renew their registration shall either annually submit a written request to remain on the registry or re-apply.

Solicitors are prohibited from soliciting at any premises identified on the then current “No Soliciting” Registry.

Turlock Mosquito Abatement District

The City of Newman is a part of the Turlock Mosquito Abatement District; a special district established in 1946 to protect public health by reducing the risk of disease transmission and nuisances caused by mosquitoes to the residents in the southern portion of Stanislaus County.

The District is governed by California Mosquito and Vector Control Law along with an eight member Board of Trustees. The District is publically funded and has monthly board meetings that are open to the public. The District provides year around service which includes prompt response to service requests, on-site inspections and mosquito control work as necessary.

Parking Citation Information

Pay your parking citation by mail: Check, money order, or cashier’s check payable to City of Newman, P.O. Box 787, Newman, CA 95360. Payment must be made within 21 days (DO NOT SEND CASH).

Pay by phone: 1-209-862-2902

To contest the citation: You may request a parking citation review within 21 days of the issuance of the citation or 14 calendar days from the mailing of a notice of parking violation. You may pick up the form at the Newman Police Department, 1200 Main Street, Newman, during business hours. Submit the form in person to Newman Police Department or by mail to City of Newman Police Department P.O. Box 787, Newman, CA 95360.

Low Income Payment Plan: California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 60 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing.

Residential Resale Inspection Program is Now in Effect

NOTICE IS HEREBY GIVEN that Ordinance No. 2010-2 (Residential Resale Inspection Program) is effective as of March 18, 2010.

The Residential Resale Inspection Program was adopted based on concerns of the existence of substandard dwelling units within the the City of Newman that are not in compliance with the City’s building, zoning and health and safety codes and/or the City’s permitting requirements and that said units could compromise the public peace, health and safety and quality of life for Newman residents.

Volunteer at the Newman Police Department!

The Newman Police Department is currently recruiting volunteers to staff the Volunteers in Police Services (VIPS) Program.

We are seeking qualified volunteers who are willing to donate their time to support the Police Department in various assignments.

Some of the activities include a police citizen patrol that would supplement patrol operations by assisting officers with tasks that currently take them away from patrol time.
